I don't understand the connection? Can you please say more?

A thriving and popular business closes unexpectedly. Our public security is provided by mostly the federal government because it was determined years ago that too many municipal police forces were unreliable due to corruption. Many communities across Mexico have seriously invested in professionalizing their local police and installing security cameras to combat crime and extortion. Ours isn't one of them. Our municipal government awards the great bulk of our public funds into pouring cement. The mayor's husband owns a cement company. You'll have to connect the dots from there.
