The excuse is the mayor says we need more public spaces (for her parties, even though the pier already is a large public space), but the reality is the mayor's husband owns a cement company, and he's going to run for mayor again next year. So he has a lot of votes to buy, and they can bill much more for no-bid public contracts than they can for private contracts. They're squeezing the public dole for all they can get.

Then the area will be concreted over and remain flat or any beautification for vendors, bleachers for events or just concrete to remain for more space?

It'll get little colored cement paving stones, sickly palm trees that provide no shade, a huge painted cement statue of a pez vela that will replace the fish gallows where fishermen can pose with their dead fish, and too much gaudy lighting like the rest of the Paseo del Pescador. Oh, and a new office for the Capitanía del Puerto next to the parking lot after they tear down the OTHER office built by Fonatur several years ago that was almost never used. The new office will be 2 floors with glass walls and a "roof garden". I doubt it will last through a single hurricane, unlike the old office, and it will cost a fortune to air condition. The iconic sail awnings that Fonatur put up several years ago were simply ripped down. Our local municipal administrations aren't big on providing MAINTENANCE for public areas. They let things deteriorate and then say they have to spend tens of millions of pesos "remodeling". The walkway along the entrance to Laguna Las Salinas behind the old offices is being destroyed, not maintained. Another iconic part of Zihuatanejo's character being unceremoniously obliterated.

That’s really taking away the unique old look and vibe just to pour concrete and new building that probably won’t make any positive statement.
I assume there’s not a community vote on what projects should be approved or not in Zihua ..

You assume correctly. It's something more and more people are clamoring for since this and the previous municipal administration (husband and wife) have abused their positions to the extreme and greatly enhanced their personal fortune remodeling the downtown waterfront (where they needlessly killed too many iconic palm and almendro trees and paved over 3 meters of the beach from one end to the other and destroyed two lovely garden areas that had shade trees, now shadeless hot cement plazas), the walkway to La Madera (almost everything that was planted has died), the La Ropa road to the highway (mostly a scam to try to build a hotel at Playa Manzanillo that has been stopped for now), the bicycle path to Ixtapa (mostly not necessary), El Partenón (now a double monument to PRI corruption), the dead-end road to Capricho del Rey (a needless project and recognized ecocide), the market and walkway to the pier in Ixtapa (totally unnmecessary), the pier in Ixtapa (such a terrible job that it has to be redone), the pier in Zihuatanejo (not what anyone expected and it's already in poor condition), the pedestrian streets downtown (totally unnecessary), and Ixtapa's largest plaza that now no longer has its trademark gazebo (this latest one, along with the pier, besides being unnecessary, has really pissed off a lot of people).

Yes. One of the first stupid things the municipal government did in its rush to pour and bill for the cement of the mayor's family was cut the underground cables that provided electricity for the lighting at the pier. And as if to underscore their arrogance and disdain for the community, it's now been two weeks that tourists have to arrive from Las Gatas and on charter boats to an unlit pier after sunset. Never mind all the families who habitually fish there after dark for their daily sustenance. No one is happy about the work being done except the mayor and her clingers on looking for some personal benefit. But because the fishermen rely on the local government for a number of reasons, no one among them will speak up except anonymously. We deserve a better municipal government.
