Yes, a sandbar forms at the mouth of the lagoon. As water continues entering the lagoon from its tributaries, it will eventually spill over the sandbar. It might open the lagoon, but it's not a sure thing. Since there is no rain in the forecast in the foreseeable future and no storms passing by generating big waves, the restaurants could remain flooded for months. The restaurant owners knew the risks when they built their restaurants in the flood zone.
