Great call since now, most changes require a visit to your "local" office. Here it is Mexico City. We too have found that the employees there are extremely helpful. Absolutely the best.

it is the creation of an account under either of the id systems now being used that my friend will have the most difficulty with.

That's what the good civil servants who work at the U.S. Embassy in Mexico City are for. I found them extremely helpful, albeit under a different federal administration that was still designed to help We The People. Here's the website they need to get started from.

The ID.me now has a box you can check that says you live out of the US. However in order to verify your identity you have to produce a lot of stuff. We had everything except for current paperwork that showed our ENTIRE, not just the last 4 numbers, of our social security number. They listed the options, but none of them, at least anymore, show the entire number.

As you said, applying for social security while living here isn't too difficult.

Looking to hire someone in Zihua area who can help a US citizen who lives in Mexico full time to create a new on line account so he can start the process to be able to apply for social security benefits. There is a department of the U.S. Embassy in Mexico City that helps citizens to file for Social Security. The IRS website offers two manners of establishing your identity, but one of the methods doesn't work for citizens living abroad. They need to use the ID.me method. The problem is the IRS is now woefully understaffed on purpose.

If you live in Mexico it is almost impossible (is for us) to establish a Social Security on line account. Fortunately, they know this and you don't have to have it to apply. We can't access our tax forms so have to keep track of it on our own.

To apply for Social Security, just go to their website and follow the directions for living out of the US. Worked for us.
