Rob, I did message the mayor on Facebook and she replied! Her response to my questions regarding the necessity of this new project, plus ruining of more of what makes Zih so special was this “the construction project in that area does not depend entirely on the Municipal Government; it is coordinated with the State Government and the Port Authority”. I don’t think I believe her, but I did want to share with others what her response was.

A typical non-answer from a politician. Yes, the Capitanía is the federal government. But the Capitanía didn't solicit the project. The municipal government did. What she's done is simply convince people in offices far away that this was a necessary project. Perhaps they'll receive a little something extra in their Christmas stockings for approving millions of pesos for her budget for her husband's cement. And the state is always happy to throw in some construction money to keep the local government happy and friendly. But oddly, the local community wasn't consulted, same as every other major "remodeling" project, and even when we are consulted, our voices simply have never mattered to this administration or the previous one. Also, the people who depend on the municipal government for services and favors (like free outboard motors to the local captains and owners of water taxis) aren't going to speak out. Everyone just nods their heads, smiles and says compliant BS. Not unlike the current U.S. Congress.
