Another reason for having a centralized taxi service from the airport is protection from gouging. If you have come one come all taxi service, arriving visitors are really vulnerable to being taken advantage of. With the pay first, posted flat rate system, visitors have a good measure of protection. At an additional cost since there is no competition.
