Airplane buzzing the bay

I'd lose my license back home for flying so close to occupied structures. Twice this guy has flown below my roof level, going alongside the building. Wouldn't worry me except it's obvious this is a very inexperienced flyer with marginal control. Pass after pass and here he comes again...

It's a cropduster plane and he's spraying for the mosquitos that carry chikungunya. Kwitcherbitchin!
