On one point Rob, and that is that you absolutely do have to have the environmental impact study in hand before construction can begin. Now getting that permit in record time can take some heavy grease from palm to palm, but a building license cannot be granted without it, and I am seeing some very nice clients being stopped from starting their small development because they haven't gotten their city environmental study approved. Actually they have their Federal document but the local red tape seems to have gotten stuck to itself and doesn't even know what is planned to be built but hasn't yet granted the permit because they "believe" (erroneously) that the construction will be too high density. It isn't, but that seems to be beside the point. That is another good point about Cerro del Vigía... they got their environmental study approved through a blanket study so that each owner that buys a lot does not have to wait the year that it takes to grind through all the bureaucratic hoopla to start construction on their own lot.
