Yes, that is Las Salinas. As you can see in the photo it is mostly dry as is the vegetation on the hillsides, so to me it looks like it was taken sometime in April or May when the dry season is at its worst. Las Salinas is a natural lagoon as well as a watershed for the surrounding hillsides, and its mouth would open and close to the bay much like the sandbar that closes the mouth of the lagoon at La Barra de Potosí during the dry season.

What happened to the lagoon is that when the pier was built a canal was dredged to the lagoon permanently opening the lagoon's mouth, and years later the lagoon itself was dredged for a marina project that never happened. Now the lagoon has silted back in quite a bit but instead of mud it is polluted with sludge from the wastewater treatment plant called "Las Salinas" that hasn't worked for over 10 years, and now also the erosion from the denuded hillsides where thousands of squatters (who "use the bathroom" outdoors) have stolen the lands of our once-cherished ecological zone.

Ya don't know whatcha got till it's gone!
