Recommendations Sought - Dash Cam and Window Tinting

A few years ago some friends of mine kept getting tickets because their windows were too dark. They had to drive with their windows down to avoid tickets

I’m glad to read that. Heavily darkened windows increase risks when drivers of other vehicles cannot get cues from seeing the head movements of a driver behind a “black wall”.

My questions are, "What happens if the tinting is from the factory? Does one have to replace their windows?"
