In fairness it doesn't seem likely that a speedy boat with 3 or 4 big motors is a fishing boat, but we can't just assume it's a drug running boat either. That's why we have what's called 'due process' and 'evidentiary hearings' to try to figure out what is in there. And it seems clear that, considering this administration's appalling lack of integrity, they don't know either. Nor do they care. That's what makes it outright murder on the high seas, regardless of what it's carrying. But to hell with the rule of law, international treaties, and common sense when there's political hay (and a juicy war with Venezuela) to be made by this rancid President. Be the first one on your block to have your boy come home (from Caracas) in a box.

Only someone like you who squints real hard in very low light could make the breathtakingly long stretch to equate drug running with terrorism. You would also need to redefine Webster's Dictionary to accomplish that.
