Maybe there's some confusion. The lands in question being settled illegally were never offered by the government. The only lands the government had to offer it sold years ago. But the municipal government DID offer cheap housing in Barrio Nuevo to a few of its water company employees. Some who needed it and some who didn't. But it's a woefully inadequate gesture. They seem to prefer continuing to manipulate the situation for personal and political profit.

The government could find and make lands available if the political will existed, but so far no one seems to want to risk losing a few votes by removing any of the settlements to surrounding areas much better suited for developing and urbanizing than our ecological zone in spite of the consequences to the bay and the community of allowing the current anarchy to continue. They choose to condemn Zihuatanejo to an ugly and problematic future rather than take the hard but necessary steps now due to political expedience and the utter lack of accountability our public servants enjoy. Since there is no reelection and it is practically impossible for a public servant of the ruling party to be punished for breaking the law, there is no incentive for them to "do the right thing". So we need to apply pressure and seek solutions in a different manner.
