You'll find a lot of helpful info, including a pretty detailed chronology of events surrounding the proposed pier project since I first brought this matter to the attention of my friends, neighbors, and readers last July, in my message board archives.

Here is the contact information I have posted previously for anyone interested in expressing their feelings to local, state and federal officials regarding the project proposed by the Director de Puertos of the Secretaría de Comunicaciones y Transportes (SCT) to build a new cruise ship pier extending into the middle of Zihuatanejo's bay (see a graphical rendering of the possible look of such a pier here) as well as the privatization of parts of the bay.
